I. OFFICIAL RECEIPT OF DRIVER’S LICENSE AS TEMPORARY DRIVER’S LICENSE DUE TO LIMITED SUPPLY OF PLASTIC CARDS
Due to the limited supply of plastic cards, The Land Transportation Office (LTO) ALLOWS the Official Receipt (OR) or the receipt given when obtaining a driver’s license to be used as a temporary driver’s license. This move by the LTO is in the face of the expected lack of supply of the plastic card used to produce the driver’s license. Under the Memorandum issued by the LTO, the regional and district offices are required to use the Official Receipt as a “Temporary Driver’s License” in the event that the supply of plastic cards for the driver’s license runs out. The OR must have complete details, a unique QR code, and screenshots of the front and back of the driver’s license card. (Source: LTO Central Office)
II. EXTENSION OF VALIDITY OF ISSUED DRIVER’S LICENSE
In compliance to the Memorandum last April 21, 2023, regarding the “Extension of validity of issued Driver’s License”, all holders of Driver’s License Cards expiring on April 24, 2023, onwards shall no longer be required to renew their licenses until October 31, 2023, or as soon as the DL Cards become available for distribution to the Public. Further, all penalties for late renewal transactions shall be waived.
III. REMOVAL OF PERIODIC MEDICAL EXAM (PME) AS A REQUIREMENT ON DRIVER’S LICENSE HOLDERS
The Land Transportation Office (LTO) will NOT oblige those with driver’s licenses valid for five and ten years to undergo additional medical examinations. This follows the directive of LTO Chief Jay Art Tugade to amend LTO Memorandum Circular 2021-2285 or the Supplemental Implementing Rules and Regulations of Republic Act 10930. IX. IMPLEMENTATION OF REPUBLIC ACT (RA) 10930 REGARDING ON DRIVER LICENSE RENEWAL – (LTO Central Office – DMPAO)
In accordance with RA 10930, which mandates extending the validity of Driver Licenses, those without a traffic violation record can now renew their Driver’s License with a validity of 10 years. Meanwhile, applicants with a traffic violation records will remain on the 5-year validity of Driver’s License . All clients must go through Comprehensive Driver’s Education (CDE) in order to receive their CDE Certificate. CDE materials are available at the LTO Portal (portal.lto.gov.ph), at LTO offices, and at LTO-Accredited Driving Schools. CDE is free at LTO Driver’s Education Centers and on the LTO Portal. Therefore, all LTO clients are invited to register and create an account in the Land Transportation Management System (LTMS) on the LTO Portal.
