I. What is Theoretical Driving Course (TDC) and Practical Driving Course (PDC)?

Theoretical Driving Course (TDC)

The Theoretical Driving Course (TDC) is the 15-Hour Seminar requirement to be attended by those who wants to obtain a Student Permit. It contains Traffic Rules, Laws and Regulations that the applicant should know before applying a Student Permit. Through this stricter process, the Land Transportation Office (LTO) aims to ensure that driver licenses are given to disciplined individuals with more than average driving skills and extensive knowledge on road safety and established laws.

Practical Driving Course (PDC)

The Practical Driving Course (PDC) is the 8-Hour Seminar requirement to be attended by those who wants to obtain a Driver’s License or will add an Restriction Code to their Driver’s License.

II. How to attend Theoretical Driving Course (TDC) and Practical Driving Course (PDC)?

Accredited driving schools

Offer facilities equipped with maneuvering sites where students can develop skills needed in our challenging roads today. They are complete with various road signs, special markings on the pavements, and the likes to mimic actual driving and establish familiarity. Also, their classrooms are furnished with audio-visual materials duly specified and approved by the LTO.

LTO Driver’s Education Center

The Land Transportation Office (LTO) has its Driver’s Education Centers (DEC), which will provide training for student drivers who cannot afford regular driving schools.

Driver’s Education Center (DEC) is a necessary training for drivers to be more educated not just about driving motorcycle and other motor vehicles but also how to practice safety while on the road.

III. History of LTO NCR East: Driver’s Education Center

LTO NCR East Regional Driver’s Education Center

 

LTO NCR East established its Regional Driver’s Education Center (DEC) on September 2020. This said program is spearheaded by ARD Pamela B. Gervasio, Ph.D. with the full support of RD Benjamin V. Santiago III

It has two components: Theoretical Driving Course (TDC) and Practical Driving Course (PDC). TDC is a 15-hour seminar applicable to those who are applying for a student permit (SP). While PDC is an 8-hour practical driving lessons and examination for SP holders who are applying for a Driver’s License (DL). Currently, the region only offers PDC for motorcycles as we do not have enough resources and equipment yet to offer a PDC for motor vehicle.


Notwithstanding the crisis brought about by the COVID -19 pandemic, the DEC operation of the regional offices still thrives. Ever since the establishment of LTO NCR East’s DEC in September 2020, it has never failed to efficiently bring services to the public. It has expanded its DEC operations from just one in the regional office to additional two centers set up in its Licensing Centers, namely: Quezon City Licensing Center (QCLC) established on February 2021, and San Juan Licensing Center (SJLC) established in December 2021.

 

 

Of course, the safety protocols and guidelines implemented by the Inter Agency Task Force (IATF) regarding gatherings are strictly being followed.

LTO San Juan Licensing Center – Driver’s Education Center

Theoretical Driving Courses in San Juan Licensing Center started last December 6, 2021, while our Practical Driving Course opened to cater the public on February 26, 2022.

In the first 2 weeks/sessions, LTO SJLC – DEC invited speakers/lecturers from the Regional Office and Driving Schools to train its lecturers on how properly discuss topic on the said course while their PDC lecturers had undergone seminar/training from central office to further enhance their capabilities.

During these times LTO SJLC – DEC had encountered different kinds of students some were easy to teach, some were tough but still they manage, in fact, LTO SJLC – DEC Office had produced 495 Theoretical Driving Certificates and 439 Practical Driving Certificates for qualified applicants from January to March 25, 2023, alone.

In the essence of public service, LTO SJLC -DEC strive to continue to its efforts to effectively teach future qualified drivers keeping them and our public roads safe.

IV. Online Appointment for LTO NCR East Free Face-to-Face Theoretical Driving Course (TDC) and Practical Driving Course (PDC)

LTO NCR East developed an Online Appointment for Free TDC and PDC. This aims to have an ease of securing a slot for the face-to-face TDC and PDC.

V. Free Theoretical Driving Course Outreach/Projects

A project collaboration between LTO NCR East and DepEd SDO-QC. A 2 years in the making project. The LTO NCR East celebrated last July 29, 2022 the issuance of Theoretical Driving Course Certificates to the very first batch of graduates through the signed Memorandum of Understanding, the Integration of Road Safety Education to the Basic Education Curriculum. The participants were graduating senior high school students from different schools in Quezon City.

LTO NCR East DEC Team conducted a Free Theoretical Driving Course (TDC) to residents of Barangay Rosario, Pasig City. All attendees were given a Filipino Drivers Manual volume 1 and 2 second edition. This project aims to educates the attendees on the importance of road safety and traffic rules & regulations, thus producing a well-disciplined driver. LTO NCR East are committed to bring Government Service at your doorstep. 😊

The Proclamation no. 1157, series of 2006, declares December 3 as the International Day of Persons with Disabilities in the Philippines. LTO NCR East utilizes its Driving Education Center to highlight this declaration. The office provided a free Theoretical Driving Course (TDC) to the members of ALKASAMOPI, an association of PWD drivers who also advocate for safer roads. Held at the National Council on Disability Affairs (NCDA) Bldg., Brgy. Holy Spirit, Quezon City. “It is not our disabilities, but it is our ABILITIES that count.” LTO NCR East — ever committed in bringing a quality and efficient government services at your doorstep.

Here’s to another successful project of LTO NCR East in coordination with Polytechnic University of the Philippines (PUP) Main Campus, a Free Theoretical Driving Course (TDC) to students and alumni of PUP. The said project was conducted last January 12-13 and 16-17, 2023. LTO NCR East aimed to lay out road safety education to students which will be the future qualified drivers. Familiarizing the students with the traffic rules and regulations will be a good foundation before acquiring a driver’s license. Developing qualified drivers is an important pillar in the LTO road safety advocacy since human factor is the major cause of road crashes.
